Review:

Frakes has finally gotten "Star Trek" behind him. For the first
time after many years of trying, he has finally gotten to direct a
movie having nothing to do with the USS Enterprise.
The story is rather simple:
Dr. Earl Dopler(French Stewart) has invented a maguffin which
can travel through time. Not backwards or in great leaps, but
slows the speed slightly, making the wearer of the watch like
machine able to do something in seconds when it should take hours.
The National Security Agency, which has been funding the
project has decided to pull the plug, and the head of the
project(Michael Biehn), finds that unacceptable.
It seems that information on the top-top secret project has been
sent to Doppler's mentor Dr. George Gibbs(Robin Thomas) and, of
course, Gibb's son Zak(Jesse Bradford) has accidentally gotten his
hands on it.
He uses it to get a date with the beauteous Francesca
DeLaCruz(Paula Garcés), the rich daughter of a local diplomat.
The bad guys want the watch back. it's all predictable.
Fun and games for one and all. Actually, it's not bad at all.
Andy and Rob Hedden's script internally consistent, the acting is
fine, and for a flick directed at little children, this is top
rate.
It's almost good enough to be watched by grownups alone. Take
the little ones.
